[Coco] Dark goop on 4700UF - Electrolyte leak or glue?

I was looking at a board of a coco 3 and noticed the big cap near the power supply which I believe is 4700UF has some dark goop at the bottom of it. Its hard and dry though as nothing came up on a qtip when I gently rubbed around it. I thought electrolyte was white and powdery but I'm not completely sure if cap leaks can manifest differently.

Computer works fine otherwise,
