[Coco] NitrOS-9 Level 3

AFAIK, level 3 refers to an incomplete effort to put rbf and scf in two
different system pages and swap them as needed.  There are no level 3 disks
in the standard NitrOS9 build, and all recent work has been done on level 2
(or 1).
