[Coco] 8bit WAV to 6Bit CoCo conversion/transfer

Version 2.1 of the PLAY command (my version) did WAV files (a few different types-as well as Amiga, SUN and Mac). I had published the source to it years ago, but I don't know if I still have it myself. Hopefully it's still out their somewheres.
