Is that all you have of the interface? There is supposed to be a 2nd board that plugs into that one. That's just the coco adapter to plug in the XT interface which is much larger. He was using "off the shelf" IBM compatable XT boards which he could buy cheap as they were being phased out. He had to devise a way to connect it to the Coco and that piece is the adapter.
Most of his models supported dual drives so they had 2 headers on them for data lines and 2 for controller lines. All in all you had 4 ribbon cables (2 for single drives) coming off the big board going to the drives.
The Burke and Burke controllers never had a "real" case. They had 2 flat pieces of metal (bronze color, one on each side) in which there were spacers between the plates to hold them the proper width apart and also to mount the boards. The edges were left open. Most times, they didn't fit "just right" into the multipak slot. Easy to knock em out of alignment.
The "plates" were usually shaped like this "

It looks to me like those pigtails are just the ends of the crystal leads, 
and should in fact have been trimmed.
