As far as I know there is no official color naming scheme.  "CoCo III 
Secrets Revealed" has a list of colors with their ideas of what they 
could be called.  A PDF scan of that book can be found at 
http://www.tandycoco.com/techdocs/coco3secretsrevealed.pdf and probably 
elsewhere as well.
