Back when that was built they used what is called wave solder machines. The PC board
loaded with parts would pass over a wave of liquid solder that would wick up into the holes.
There were occasions that where an IC would pop up when it hit the wave. Not totally
uncommon. A visual inspection should have caught it. An electrical test would not catch it if
there was good electrical contact. It may not look provesional or pretty. As long as the solder
joints are good and not fractured this will work as well as if it were seated. Now it may not
survive many drops or much physical abuse. Then that would only happen if the user were
angered by some lack of performance of the unit.
An alternative solution was that they shipped everything that was build whether it worked or
not.
