[Coco] Plug 'n Power Controller for the Coco

I have the Hawksoft product as well and recommend it.
it runs on coco 3 and I am fairly cetain it functions only with the
white, newer plug n power unit. The older grey style is quite a
different device. I started with the old grey style and Chris sent me
some test code that I believe verified it does not work at all like
the newer style does.
The old grey type seems to be really just a signal converter with very
little or no logic within. The white model is much fancier and
"programmable" with its own logic circuits.
