Phil

By signing the agreement you are bound by the provisions. That gives them legal action to go 
after you if they choose. Then again for small orders like we do here, it may not be worth the 
effort to enforce such an agreement. Then again if they do not, that could weaken the 
agreement as it left unenforced in some instances. 

I have looked at my gerbers that Eagle has created and from the Gerbers there appears no 
real means of detecting license. Unless it is encoded in the aperature macros or something 
like that there really is no war to determine which license. I do know that if you send the 
schematic and board files to a vendor they can tell which license you have.
