I've just started using an ATMEGA328 for my first embedded project at work.
The development board I use is this

You can program it over USB, the software works on Window, OSX, and linux (a
little problematic on Linux).
The chips are $4-$6 in small quantities.
These little buggers are taking the world by storm.
They are showing up in projects for science fairs. The barriers to entry are
so minimal,
anyone can learn to program them.
