I got a .NET app for windows to run by means of the following:

sudo apt-get install mono-winforms*

Then:

mono filename.exe

I think the executable does not actually run in Wine.  When you try to 
run it in Wine from Nautilus it fails.  Starting it from a shell as an 
argument to 'mono' works.  Again, this was not Phoenix, but a different 
program, however it might be worth a try.
