[Coco] termcap surprise

So, I'm still hacking on curses, improving its relations with the
termcap library it relies on.

A big important part of termcap is padding -- sending terminal control
codes slowly enough that the terminal doesn't get confused.  It does
this by writing NULLs to the screen, wasting time until the terminal
is done doing whatever it was told to do.

Except that in the OS-9 library, all of that functionality is #ifndef
OS9'd out. :-(

I don't suppose Pete Lyall (the OS9 termcap porter) is still around,
is he?
