Frank is referring to DW3's use of multiple disk images in a single
file (up to 256). Although in BASIC with DW3 these 256 disks will
show up as drives 0-255, an emulator will see only the first disk in
one of these files.
DW4 can work like that, or can map individual files to each drive.
