Thanks everyone for the info.
It would appear that the artifacting is a little more subtle than simply
choosing 1 of 4 colours based on pixel pairs (which effectively halves your
horizontal resolution, which would be no different than the CG6 mode).
If you study the screenshot from dmkeil's emulator page...

you'll notice, for example, that the balloons contain single black pixels
which do not produce artifacting. Similarly, there's no artifacting
surrounding the clown's heads holding the trampoline. Also notice the
red/blue "score"/"high" text is only 1 pixel wide.
So there's something more to the algorithm...
Anyway, here's a photo of my attempt at crude artifacting using only pixel
pairs... you can notice the difference in the above-mentioned areas.
