[Coco] Howto for Altera DE1?

Ahh! Definitely had a problem that I couldn't solve for a few days with the 
PS/2 keyboard... and I can't for the life of me recall what it was. I don't 
see any changes in there with the PS/2 clock, so I'm guessing that I was 
thinking of another project in w.r.t. that problem. But I definitely did 
have a problem with PS/2 & Coco3... grrr.... :(
