You can identity a bad cap by using a
VOM set to AC input with a non polar blocking
electrolytic  cap in series with the measuring circuit.
Some VOM's have these built in for measuring AC on
DC.   Any nonzero reading at
all indicates a bad cap.    I use to find them  routinely
this way at work.   The bad ones were usually made in  Mexico.
 
You can also find a bad cap that's been setting a very long while
when you first apply power.   They usually explode and
catch fire.   I found a few using this method too.  :)
