[Coco] Technical question

I was given a CoCo3, but it doesn't work. The MOTORON and MOTOROFF functions
do not work. The RF to the TV is EXTREMELY snowy and full of static.

Question #1-can all this be fixed?

Question #2-can all this be fixed for a reasonable price?

Question #3-is it worth it?
