I had to do that with the website I manage. You can view all you want. 
Both the HTML pages and forums. To post in the forums I made it be 
required that you register and get approved. I put an announcement in 
the first category of the forum.
Those that I have allow/approved because I took the time to check some 
IPs with a 'whois' and a 'traceroute' average about 1 a month. Of those 
only 1 had followed directions. Which proves to me that the male animal 
does not understand 'FOLLOW DIRECTIONS' or at least read them.
Most of the spam request I get are from Ukraine, Israel, British Virgin 
Islands, and China. Or at least that is where a 'whois' takes me. A 
'traceroute' usually goes bonkers at hop #12.
