Just a guess on my part, Telnet is such an insecure protocol, that I wonder if 
Microsoft and others wish it would just go away. MS especically since they are 
such a favorite target for the bad guys as it is. I know telnet is a pretty 
good tool to use to remotely control servers, but ONLY from behind a good 
firewall and AV software.
