[Coco] another obscure CoCo graphics format

This one's so obscure even view doesn't support it! :-)

Deskmate 3 .PIC files seem to be raw 160x200(?) 16-color bitmaps.  No
green bytes or palette data.  I'm not quite sure about the exact
vertical resolution yet.  Probably actually somewhere around 100 or
150 lines.  

Deskmate 3 paint seems to run in a wierd graphics mode.

Anyway, I'm going to try to write something to turn them into vefs.
