I have not looked at the schematics you mention, but from the schematics
I seen in the past: that circuit is connected to a three pin header.

With a jumper you can set the input to be tied to ground, tied to +5v,
or tied to the output of the PIA.

Each setting had a different meaning.

The only software I found that uses the information is Art Gallery.
