You still have not tried to find out whether wcreate in your CMDS 
directory is good or what happens if you try:
load wcreate
wcreate etc.

Wcreate may be damaged on the disk. Do an   ident cmds/wcreate   and see 
if the file is still OK. The original OS-9 LevelII wcreate will give:
