Simple fact.  Un-upgraded Level One TRS-80 Model Ones are not common.  The ROMs were thrown away, as nobody was planning to downgrade thirty years ago.  I wouldn't turn a Level One box down nowadays though I wouldn't put much money into it.  (La Esposa would inflict severe wounds were I to do so -- she doesn't really approve of the collection of old Tandy gear I already have even though I've never criticized (out loud) her collections of Amerind pottery and Slash fanzines).
