I believe so, but if you had a ROM-only game cartridge, I suspect there's no 
reason you couldn't ignore SCS# and decode the entire CTS# range for ROM 
reads?!?

Anyway, trivial to implement - done it already. You can selectively 
enable/disable SCS# decode for reads in software.
