Almost all of the hardware paks have at least one ROM in 
them.  Orchestra-90CC is a music synthesizer with a ROM for the 
software, but I think you have to manually start the software.  This 
also allows other software to use the pak hardware.  The Speech/Sound 
Pak doesn't have a CoCo ROM in it, as far as I remember.
