[Coco] GCC6809-CoCo Release

I've been working on Brian Dominy's (http://www.oddchange.com/gcc6809/)
port of GCC for the 6809. I have been modifying it to create binaries
for the Color Computer.

It is very preliminary. But I want to do frequent releases. So here is
the first one.

It should be noted that:

I provide Mac OS X and CYGWIN (Windows) binaries only. I will be able to
provide Linux binaries sometime in the future.

You can only target RSDOS.

BASIC is not avaiable to the running program, but 64k of address space
is.

The C Library and RSDOS library included are very small and not very
functional. I am looking for contributions to these libraries.
