Actually, I think it may go the way of use fees.  Remember also that  
the "good old days" had things like download fees of $X/kB.  We could  
see the ISPs resurrecting that again, once everyone is thoroughly  
hooked on the "free" Internet drug.  What would be particularly nasty  
would be a use fee based purely on the number of bits transmitted in  
either direction.  Browsers that periodically refresh would be gold  
mines for such ISPs.  And, once such fees became part of the way of  
doing business again, it would not take government long to jump on  
the bandwagon.

Ah, yes... I remember those days in the early '80s when the rumors  
went about that Canada Post wanted to levy an "email tax" in place of  
stamps, and how people alternately were outraged or amused.  Never  
underestimate the perverseness of politicians trying to get into your  
wallet.
