Simple: don't buy from him.  He'll keep trying to recover his Ebay 
fee losses as so many do, and eventually the shipping will become 
grounds for Excessive Shipping fraud or whatever noneffective term 
Ebay uses nowadays to help keep the place a tad cleaner.  Doesn't 
seem to work that well.  :)
