NitrOS-9 does not come with such a utility.  Someone (I think Burke &
Burke) used to sell a program for the CoCo called File System Repack. 
The recommendation I've seen on this list is to move everything to a
different disk, erase the original, and then move everything back
again.  Of course this presupposes that you have another disk of equal
or greater capacity...  I think a good disk defragmenter would make a
good project for somebody.
