That's a "CoCo 3", actually.  The model # is not a seamless part of 
the name.  ;)

The quickest way to fix that thing is to probably just explain what's 
wrong with it and there's a lot of gurus here on the list who can 
probably help get it running.

I'd reseat all of the chips before jumping to any conclusions.
