[Coco] RGB to S-Video adapter Coco 3

John,

While I'm not Chris and I don't speak for him. I do however recall
seeing an email from him stating that while he would be willing to
make that change needed to output PAL he had no way of testing it and
as a result couldn't guarantee that it would work.
