The interface is parallel and all lines are shared except drive selection.
If it's ONLY the drive then neither controller should work with it.
If it's ONLY the controller then neither drive should work in that
drive position.

Just because one controller works and another doesn't does not mean
the problem isn't partially caused by the drive.

Go ahead and swap the drives.  
If the problem follows the drive then it's probably a cold solder
joint on the drive dropping the signal level just enough not to work
and the other controller probably has a slightly higher output level.

If it doesn't follow the drive, check the solder joints and parts
attached to the drive 0 select and write lines on the controller.
