I guess you meant 10 not 20. It was originally planned to serve as an
"RGB monitor present" detection (it is connected (pulled up) to a PIA
line which is programmed as an input by default). In Roy's CC3->SVGA
adaptor it is used as a bi-directional IC2 serial interface to allow
reconfiguration of the used video processor.
