There is another factor to consider, as well. During the blackout the
other year, somewhere around 5% of generators *did not start* even
though they were maintained properly. And here, we're talking about
companies that are held to *telco* regulations. Thus it is possible to
do everything "right" and *still* lose power. For that matter, even if
the generator starts, it can still fail for any number of reasons at a
later time, too.
