Good question, but the only programs I have which use s-records are 
binex and exbin from OS-9. Those two make no use of the header line or 
the address bytes. EXBIN will display the header but does not use it to 
name the binary file. The only use of addresses is by binex as it starts 
reading the file at the input start address. I can't remember any Disk 
Basic commands that use s-records.

So, when creating an eprom or .rom file, you will be at the mercy of the 
creation program as to how the header or address info is used.
