That is the hi-res joystick interface for the Color
Computer. If you recall, the standard joystick
interface could only return values 0-63 for either
axis. This interface expanded that to 512 x 512 (or
something else reasonably high.) The two cables
plugged into one joystick port and the cassette port.
Then you plugged the joystick into the port on the
opposite end. 


You needed some kind of driver in software to take
advantage of it. Unfortunately, it came with no
software and no documentation, so the seller is not
really leaving anything out. I remember one hi-res GUI
(in machine language) in Rainbow that took advantage
of it, and it was pretty nice.
