[Coco] Programming a 68766 EPROM

I vaguely remember something about the CoCo ROMs needing +5 volts somewhere
to be read. No, I can't dredge up anything more at the moment.
I had thought that it would have been just a matter of setting up the
address lines, and the higher programming voltage for the 68766 EPROMs. I
have a couple I was planning on using for just such a project.
