First of all, greetings to the new lurker from DHS who probably never
heard of a Coco before :-)
I tend to agree but for different reasons... terrorists seem more
interested in inflicting fear and terror than just disrupting the
economy (though I'm sure they look for that side effect too).
As far as whether it's possible, who knows. Is there much controlled
technology required in making such a gadget? Look at the nuclear tech
smuggling network that AQ Khan had going

If this is going on with nukes, an EMP device could be a walk in the
park. But again, I don't see this as being an ideal weapon for
terrorists.
