Yes. As in, WinMe is the equivalent of a boot sector virus.

WinMe is the worst version of Windows *ever*. It never worked, very
crashy all manner of problems. Put your neighbor behind a firewall and
run a copy of '98 or '95 if you can find one, ME is really not worth the
trouble to diagnose...
