There is a project on SourceForge called osnine:

It does exactly what you say. It is 6809 emulator that traps OS-9 calls
and routes them to your native UNIX subsystem. I don't think there is a
Windows port.
I've used it to run the OS-9 disasembler.
The one thing it can't do it fork processes, so it can't run MW's C
compiler. But it is pretty fun to see it work. I hope someday it is
finished.
