Imagine the size of the market for this device. 50, 60 people at most?
Now how many of those can hand solder TSOP parts or have a reflow oven
or can do the seat-of-the-pants hot plate thing? 4 or 5?

Better to figure out how you're going to stuff the board before someone
commits their dough to do a run of PCBs.

Another strategy is to widen your customer base. Could any other vintage
platforms benefit from Analog RGB->SVGA/XGA. Then you could commit an
order for a larger run and maybe be able to afford having the board
stuffed.
