[Coco] 26-3024 MPI Locking Plate

I've had the 26-3024 MPI locking plate drawn and dimensioned in AutoCAD.
Many thanks to Rodney for the original drawings.

for manufacturing.

I have four allocated to manufacturing. I'm having them made from 11 gauge
(.120) stainless steel.
They may be a bit heavy, I'll have to see how it turns out. I can always
have them made from less thick stock.

I only need one, so I'll have 3 extras.
