This is a classic fraud. What will happen is, they will send a forged Money
Order for $200 and will ask you to send them a MO for the difference. Then
you will eat the lot, including costs. Since they are "Not a registered
user" they will probably try to do an off eBay deal.

I would go ahead, take the MO, take it to a bank and warn them that you
suspect it is forged. Make sure they can check it out without it costing you
a fee. Don't send anything until you are sure it is all OK which it won't
be.
If the 'buyer' pressures you, tell them you are working with the RCMP and
can't do anything until they give you the all clear.
