Okay, I've fixed it up, it needs root permission if it has to create 
/usr/local (ie. you haven't ahead of time)

So, to reiterate, it's at 
http://skwirl.ca/coco/gcc-coco-rsdos-package.pkg.tar and 
http://skwirl.ca/coco/gcc-coco-test.tar.gz is a little test program.
