IIRC, when the Insurance Institute started doing offset front crash tests
the US cars were bad but the Japanese cars were much worse.

The US makers via their well funded lobbyists tried to get congress to pass
a bill banning private crash testing of cars except for testing to the
(weak) US Government standards.

The Japanese redesigned their cars to survive the test.

Congress - the finest politicians that money can buy.
