Hmm, looking through it seems as though the license is for when the 
author (or copyright holder) cannot be found. My memory must be kinda 
faulty... I'll continue to look, but in any case, I'd be willing to do 
this and try and get license, even if the copyright holder isn't 
obligated to give me one.
