They are still there. And yes, most video hardware enforces a minimum
number of lines for vertical blanking, but they are still border lines
as there is only a single vertical sync pulse which triggers resetting
the sawtooth wave used for vertical position. The system creating the
video signal cannot know how fast the monitor in question will actually
reset to the top, and the signal is held at black (actually blacker
than black) to prevent interference with the proper frame as I said.
The answer that he was looking for may be your 25+26 or my 70.5
depending on what he wants to use the information for.
