[Coco] 3.5" Floppy format

Personally I feel that the "96 tpi" bit (bit 1 of byte $10 of LSN0)
should be set. Here is my reasoning:
   1) It would be best if everyone uses the same format to avoid
problems.
   2) No user uses a 3.5" floppy drive which is other than 135 tpi so
there is no need to have it set for one type and cleared for another so
that the head can double step allowing the higher track density drives
to read disks for the lower density ones.
   3) Having the bit set allows 720k 5.25" disk images to be identical
to 720k 3.5" disk images.
   4) It allows the strict disk copy commands to copy back and forth
between the two should a user have both on his system.
   5) It allows lazy people to use the 5.25" 720k floppy descriptors
supplied with some CoCo distributions of OS-9 for their 3.5" 720k
floppies.
