[Coco] Portal-9 (and some Win98 machines)

Bug found.  Reason, totally unknown.

The TCM_ADJUSTRECT message in some versions of Win98 (obviously, based on 
the feedback I am getting) is not working properly inside of Portal-9's Tab 
Control window for some reason, so I have chosen to manually do the same 
math that this Windows API call does, and will report what happens sometime 
tomorrow afternoon.  Can't wait....
