There's a short list on ARGology: http://www.argology.org/arg-developers/

There are certainly some games created by ad agencies, but there are a
number of smaller shops that specialize in ARGs (and similar). There are
also a number of us freelance sorts that help folks out with various aspects
of project design & development and/or help fill in when larger teams are
needed.

But, like Brian alludes to, more and more we're seeing stuff coming from all
sorts of directions as people play with the immersive/interactive space.
