[arg_discuss] date/time for next ARG SIG IRC chat

OK, in the abscence of any other requests, we'll be holding the next
IRC chat on Tuesday 22nd May @ 5pm-7pm GMT.

I believe (someone will correct me I'm sure ;)) that's:

 - 9am Pacific
 - 12 midday Eastern
 - 6pm UK
 - 7pm europe

As noted previously, when people couldn't make a weekend chat, this is
a different time and different day, hopefully those who missed last
time can make it this time.

IRC seemed to be fine last time (no reported problems), so details
will be the same (I'll send out a reminder nearer the time).
